Breakdown of 적극악인 (積極惡人)

적극 (積極) = active, proactive, deliberate.
악인 (惡人) = bad person, evil person.
Put together: 적극악인 means “an active bad person” — someone who deliberately and actively does harm, spreads evil, or causes trouble.
